  If I want to use a domain from a different place but direct it to my WordPress account. Is there a fee I would have to pay to WordPress for mapping my domain.

  To use your own domain with a WordPress.com site you need to upgrade to one of our paid plans, yes.

  All our plans allow you to map as many domains as you want, but also include one free domain registration or transfer, should you want that.
