I am trying to create a separate home page and a separate blog page. I have viewed a couple videos by WordPress and they keep saying that I need to create two new pages: one home page and one blog page. However, my ‘Add New’ page doesn’t look the same as the ones in the videos or the descriptions. When I click ‘Add New’ Page, it takes me directly to a blank sheet of paper, and I am not able to title the page without making it the official title of the page. I also am struggling to add my already posted blog posts to the page. I want my new blog page to look like my current default home page, and I have no idea how to do that.

It sounds like you are looking at tutorials for WordPress.org, not WordPress.com. Here we offer a managed hosting environment which is different from using the other version of WordPress, the open source software.
Yes, you’ll click on My Sites – Site – Pages – Add New
If the page is not loading then try restarting your internet, using a different browser, or checking if the current one needs updated. You can also clear the cache: https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache
