Building site without launching

    Hello. I want to upload a custom theme I downloaded from another website (https://colorlib.com/wp/template/listing/). I know how to do this, but it doesn’t let me unless I pay for premium. Is it possible to upload the theme and not launch the site so I can work with it before deciding that it is worth the $300/year? Or are there other routes to creating the site for free before paying the fee?

    Wordpress does not offer a directory theme or make it easy to insert the search function on the homepage which is what I need.

    A Business Plan is required to install third party themes downloaded from other sites.
