Business Plan, How many sites can I create?

I am not set on a domain name etc, but want to start designing my website under a business plan. When I do decide can I change the generic named domain name in the future? Or do I have to create a new site and transfer over the design?
And if I purchase a business plan will this allow me to create multiple sites? I wouldn’t want to pay the $33 p/month fee to then have to set up a new account when I am ready to launch my official ready site.

If you are not sure about what you want to choose your domain name, still you can start creating your WordPress.com free site, and once you’re ready you can upgrade that free site to any of those WordPress.com plans.

You can change your domain name for your free sites (ending with domain extension .wordpress.com) but if you get a “Custom-Domain” which is .com, .blog or any extension) every time you wish to change the domain everytime you’ll have to purchase a domain.You can change free domain which ends with .wordpress.com for multiple times for free.
When you upgrade your free site with anyone those WordPress.com Paid plans, you get a free domain credit which can either be used to register a custom-domain for free or Map a domain if you already one for free (Any-one).

Each upgrade is limited to per site, if you wish to use business plan for multiple sites you’ll have to pay for each of them individually.
Also, please note that all upgrades are charged on “Yearly basis”, you cannot pay monthly.when I am ready to launch my official ready site.
You can start with the free site, and when you feel you’re ready to upgrade your site.

Ok but just to clarify, I am looking to build a site using the ‘Business Directory’ plugin. In order to begin to use that plugin I have to have already purchased a Business plan.
So I guess my situation is this. I want to start working on my site using the Upgraded plan (in order to use the Business Directory plugin. However I haven’t decided on a domain name.
Can I upgrade, have a temporary “.wordpress.com” for now, continue working on the site, then when I decide on the official “.com” domain I can redeem my purchased one?

Hi again,
Make sure you use the site which you’ve upgraded to install plugins or themes, and you can continue to work on your site which ends with .wordpress.com.
When you are sure about the domain name which you have to use, then only redeem the domain credit which you’ve purchased, because once you choose your custom-domain you won’t be able to change it.
If your site is upgraded with the Business plan, then you get priority Email & Live Chat Support.

If you’re not able to access dashboard then you’ll have to decide what domain you wish to use up-front.Thanks!

Just adding to the @vishalmukadam provided — you can choose a theme from our showcase and start adding content with a free address. However, the site must have a custom domain before plugins and third party themes can be installed. Working on the site in two phases may be a good workaround until you know which custom domain you would like to register.
