Buying wordpress business

I wish to buy a WordPress theme so that I can upload a theme.
1) What plan do I have to purchase to make this possible?
2) How much would it cost? I do not understand if I have to pay everything at once or for example 18 dollars (or something a month) for the business plan??

With a free WordPress.com plan you can activate any of the free themes, or purchase any of the Premium themes found here: https://wordpress.com/themes
If you’d rather upgrade to the Premium plan you don’t need to purchase any Premium theme in the above link as you can use any of them for free as long as you renew your plan annually.
Finally, buying the Business plan would give you the option to use here at WordPress.com a theme that was really designed for the WordPress.org software that you had purchased/uploaded from elsewhere.
