can I build a website for free without paying anything ?

  Hello guys
  If I want to build a website here is it for free or not because when I was completing my account registration a notification had appeared ! it said ‘ to transfer to wordpress.com 18.00 $ per year ‘! I didn’t get it , thought to build a website here is all for free ! , was it a joke ?

  If you create a website on our free plan with a free WordPress.com address, you don’t pay anything.

  You only pay if you want to use one of the optional additional features included in our paid plans. A custom domain is one of those optional features.
