Can I buy the domain add-on without upgrading to a paid plan?

If I go to Upgrades > Domains, and buy just a domain, can I use it as an alias for my wordpress.com site or do you need to switch to paid plan too?
The checkout allows me to buy just the domain, but I’m not sure I can use it this way and the monthly cost of the personal plan for this site is not worth it.
The site I need help with is [visible only to staff] (email visible only to moderators and staff).

You can buy a domain by itself, but you will need a paid plan to set it as your primary domain: https://wordpress.com/support/domains/#set-a-primary-address
