Can I create a page with login security?

  I built a site for a non profit user group. They want to be able to keep documents and board minutes in one central place. They were hoping to use the wordpress site for this storage and have a user login for board members and a page only they can access to keep the documents. Is this functionality in the free version of wordpress? If not is it in the upgraded version?

  Please walk me through what I would need to do to get this functionality and costs associated.

  There is no upgrade one can purchase that will chaneg anything at all stated there. You need to hire a web host and set up a WordPress.org install.
