Actually, with WordPress.com we are the hosting provider too. It’s a managed environment. No decisions necessary. The site can stay private until you’re ready to launch it though.

Thanks, Liz. I am way over my head (not a techie by any stretch) and in the midst of a mess right now on my site (sites actually) and trying to figure out the fastest solution to getting a new site up. I am blowing a deadline as we speak.
Hired someone to transfer the site that I’d spent approximately 100 million hours building on of your competitors to a WordPress template. She told me I should get hosting on Bluehost. I’m trying to find out if I can use a WordPress template to build it and flip it over there or if that’s not how if works. When I tried starting to build something it seemed like I had to make a name and pay and I already had one.
Transferring it over ran into many delays such that I’m now considering trying to quickly slap up a site using a WordPress template I just saw for public relations.
Might I mention that I’m already paying for hosting on two of your competitors (existing site and the one I spent 100 million hours building). I state this as I’d obviously prefer to not be paying for three hosts for one site.
Love to know if there is a way to build a site without publishing it and paying it so I can get someone to transfer it over. If it can’t work that way, please let me know!

In this case, you’d have two options:
1. You can start the site here with us https://wordpress.com/start and map the domain to it when you’re ready https://en.support.wordpress.com/domains/map-existing-domain/
1b. And, if your site is currently with someone we can import from, you can try that: https://en.support.wordpress.com/import/
2. You can start the site on Bluehost using the WordPress.org software as your hire suggested.
The two will get you on a WordPress site for sure, but we can’t help with the second method.
