Can I creative website in wordpress before registering domain at other domain company that register domain and WordPress hosting as well.

  I had use WordPress to create a website, but I had not registered any domain name and not subscribed any Web hosting plan and I have not published the website yet. My employer decide to buy domain name and WordPress Web hosting at somewhere else. So the question is can I transfer the website I created from WordPress to the existing site (www.abc.com) to another domain name (www.xyz.solution) that I purchased from somewhere else. Thank You.

  To clarify, you are trying to transfer the contents of rescuehotelfrompandamic.wordpress.com to another provider? This is the only site I see listed on your account here: https://wordpress.com/sites/

  If so you can transfer the contents of your site by exporting, as explained here: https://en.support.wordpress.com/export/
