Embed, yes. Upload, no, as I said above.
The basic audio shortcodes supported by WordPress.com are given in the Shortcodes support page. The Audio support page gives instructions for both uploading videos and embedding videos using WordPress.com audio shortcode. Uploading requires the Premium or Business plan. Embedding does not.
The theme doesn’t matter, as long it can be found in the WordPress.com Theme Showcase. I don’t know if there’s a limit on the length of an audio file for a player using WP audio shortcode, but I’ve got one that’s almost two hours long in one page. Having multiple audio players on one post or page is no problem. I’ve got nine on this page.

You can upload audio to a site with a free theme activated, as long as you have the Premium or Business plan on the account. -

Musicdoc1 ~ your Songbook site is awesome!! ….and that’s exactly what I want in terms of embedded players! Now…I understand that to upload audio I need to have a premium site, which I don’t want. Also, my free site seems to allow me to embed from YouTube, but I’d I’d like to have just the player, rather than the whole YouTube window. My question is, where are your audio clips hosted?

The audio files are harvested at various places, most commonly at the Internet Archives (archives.org). But I use WordPress.com audio shortcode for the players. See the “Embed Audio” section of the Audio support page for instructions.
SoundCloud is another option I’ve used frequently. SoundCloud has its own players, which are supported by WordPress.com.
