Can I export a WXR from hard drive?

I recently transferred my site to WordPress.org from another host. I was able to get a full site download from the previous host but it did not contain a WXR file. From what I’ve read, this file is necessary to import my old posts to the new host.
Is there a way to generate the WXR offline so that I can rebuild my old posts? Should I be doing something else to get everything back? I see I can’t FTP with my new account.

“to WordPress.org” but WordPress.org isn’t a site host. The blog linked to your name is empty. Please give us the URL for the blog you’re talking about.

If you mean WordPress.com, just go to your Dashboard and on the left side you’ll see a vertical row of icons. Choose Tools and under that, Import.

Did you Export your old site or did your host just give you a Database file and some image files?

My site is james-wilkins.com. I do see the Import function in the Dashboard. What I don’t have is a WXR file generated from the old host.
@aux: Yes, I have a full site backup. Unfortunately, a WXR file does not appear to be part of it. Is there a usual location for it (maybe I can find an archived one)?

@aux: The old host did the backup. It appears to be a full backup with the full folder structure and even files that do not appear online (like logs).

If the export is not in a standard format, you may require staff intervention. Contact them via the Help button on your dashboard.
