You can change them, but search engines will not pick up on the change for days or weeks. It takes LONGER to get listed by search engines when going from private to public than it does if you just started a whole new blog.
The blog will be public the instant you set it to public. But it will not be in search engines and it will not be searchable for some time.

Same. Search engines will have stored “Don’t look at that blog” and it will take days or weeks or even months for them to realize that it has changed to public.
