Can I start a second blog with a different URL?

  Can I start a second wordpress blog with a different URl, using the same email and password?
  Blog url: http://kwigybodogcarriers.wordpress.com/

  The blog I need help with is: (visible only to logged in users)

  You can’t. http://en.support.wordpress.com/email-address/
  When we register a username account at WordPress.com we provide an email address and it does become our unique identifier. This is how WordPress.com is able to verify ownership of blogs and accounts and it’s very important to remember and update it as necessary. That’s why many of us choose to have email address that are only for that purpose. When we are logged into wordpress.com and register a new blog it’s registered to that same email address. http://en.support.wordpress.com/register-a-blog/

  You can’t have two ACCOUNTS with the same email – but you can have more than one BLOG per account. Each blog has it’s own URL. Go to Manage My Blogs under your name in the upper right corner of the top nav bar and you should find an option to add a new blog.
