Can I upload a WordPress template that I have purchased from Template Monster?

  I would like to upload a template that I have purchased through TemplateMonster to my WordPress Blog. Your site states that this is not possible, however their website states that you can:

  http://info.template-help.com/help/how-install-wordpress-template-using-dump-file.html

  If this is not possible, why are they selling the WordPress Templates?

  That is not possible. They are selling WordPress templates for WordPress.ORG blogs. They cannot be uploaded to WordPress.COM at all.
