Can I use a domain purchased here without purchasing a $99 upgrade?

  I’m wondering about your $99 upgrade and your $18 domain registrar. I I were to buy an $18 domain registrar would I be able to use my wordpress at example.com or would I have to first purchase the $99/year plan to use my already purchased domain? I can’t find where this is answered and I really don’t want to waste $18 on something I must spend an additional $99 to use. Thanks.
