  Hi-
  We are trying to cancel our theme and our premium account but it does not show us an option to under the manage purchases.

  The issue is that the WordPress.com user account that you are posting from does not have any upgrades associated with it.

  So you must have ended up with a second WordPress.com account at some point. You will need to log into the other account in order to cancel the upgrades.
