  I would like to cancel my account and request a refund

  Hi there!

  With regards to your account:

  You are only able to delete your site and all its content. You are not able to delete your account. WordPress keeps your username active to prevent someone from acquiring your username and misrepresenting you.

  If you want to delete your site, you can follow some of the recommended steps:

  1- Empty and delete your site. Consult the following guides:

  – https://en.support.wordpress.com/empty-site/
  – https://en.support.wordpress.com/delete-site/

  2 – Once this is done remove all personal information from your Account Settings and change your password to a random string. This will leave your account inactive and prevent you from gaining access to it in the future.

  3- Unsubscribe from any email notifications from WordPress.com, go to your subscription settings and check the box that says Block all email updates from blogs you’re following on WordPress.com.

  I see @assadaboultaif has already given you some information. There are no upgrades owned by the account you are logged in to as your site is using the Free plan.
