cancel and refund, tried 3 times

I viewed an upgrade and it wanted me to enter credit card information. I didn’t want the upgrade so I canceled. I came back to the site later and it wasn’t canceled. So I canceled it again, and it said it would send an email saying that it was canceled and it was within 30 days, so ok, I forgot about. Then I see that I was charged for it about 10 days ago. Why? I did nothing with the upgrade and I tried to cancel it twice! I just tried again and again it said “we will send you an email. ” Please help…
