  My card is being billed for a WordPress account that I can no longer access. Either cancel that transaction of give me access to my previous account.

  Can you tell me the site in question?

  On both the receipt for the upgrade and on your credit card statement there should be a transaction descriptor containing a unique code. You can use that code on our account recovery form to regain access to the account:
