sorry for the delay in getting back to you.
I have a wordpress page set up, web address is: http://www.somethingfoul.com
I set this domain name up through “GoDaddy”.
I just set up another domain name through them called:
http://www.paulwoodsong.com
I would like to use this domain name in a new WordPress site without having to pay anything for upgrading, etc…
I did not have to go through an upgrade for my “www.somethingfoul.com website.

Your GoDaddy domain can be ‘mapped’ to your WordPress.com site with Domain Mapping:
http://en.support.wordpress.com/map-existing-domain/
Domain mapping is feature of paid WordPress.com plans — Personal, Premium or Business. Each plan includes a domain credit which can be used to map a domain or register a new one.

Yes, that site was created using WordPress.org rather than WordPress.com. This guide has more information about the differences between the two:
somethingfoul.com is not hosted with us which is why you didn’t need a plan.
