Can'd change names servers to WordPress, now what?

We are planning additional functionality provided by AWS which will require our use of Route53. Can I use WordPress.com without transferring name servers to WordPress?
This appears to be a simple question which is not answered clearly anywhere that I’ve found.
Of course the follow on question is why would WordPress “require” that they host the name servers? To me, this sounds greedy and prohibitively restrictive in today’s complex Internet environment. We have a whole lot more than a web site running. We host a slew of application servers at AWS with many, many subdomains. I cannot risk that a web hosting platform will have even a modicum of advanced DNS services which we require.
Frustrated and annoyed by the lack of pre-sales support and information. I had to setup a “dummy” account just to post the question before I spend $300 on the business package. Another annoying issue was that I can’t sign up if I use an email address from the domain I want to host for the website. Rather than tell me to use “a valid email address” it might be helpful to tell me to use an email address with a different domain. An inexplicable limitation.
There is also the question of a 30-day refund or trial period so that I could get immediate support through chat on this question and the others. I am sold on the overall process except seemly simple issues that would be addressed through a simple phone call.
Here is another one. The business plan says it includes free premium templates. Does that include the $175 “Business Identity” template? There is no list of the “included” templates and no explicit statement saying all templates are free. Too many times I’ve been duped with included vs. extra.
Here is another question. All of the plans say they include Jetpack essentials. Well, when I review the jetpack pages they do not explicitly say that all of the described features are included or not included in the paid WordPress plans. Two of us read the information and were still unclear about what is included in the “essentials” bundle.
I’m with you, but unless your part of the inner circle of existing users there are many “business” issues that aren’t addressed in all of the many, many good how-to pages I’ve read.
I can’t figure out if I can use the service. I can’t figure out exactly what is included. And, I can’t figure out what it will cost.

Can I use WordPress.com without transferring name servers to WordPress?
If you do not wish to point your name servers to us you can also add a domain using A records. However, if you wish to use a domain with a Business Plan site with plugins the domain must be pointed here using Name Servers, as we need to be able to add our own A records to the domain as needed.
The business plan says it includes free premium templates. Does that include the $175 “Business Identity” template?
The Premium and Business Plans include the use of all Premium Themes listed at https://wordpress.com/themes/, including Business Identity.

That would be all the features in the Jetpack Free plan.
