Cannot Add an editor

I am an admin and creator of my blog. I am trying to add an editor but it will not work. I click on “add new user” and it takes me to a page that says “add existing user” at the top. I entered the person’s email in that I want to edit. They created an account, received the email invitation in their inbox, and clicked “accept offer”. That took them to word press where it says “join”. They click “join” and it says “This user is not authorized to create_users on this blog.”. Please help, this is very frustrating.

Sorry to hear that! Can you share the address of your site where this is happening? I’m not seeing any WordPress.com sites on your account so I suspect it might be a WordPress.org site that you’re working on.
There are some differences between WordPress.com and WordPress.org. If you aren’t sure about them, please check the following page that explains it well: WordPress.com vs WordPress.org.
