Cannot browse new themes

I cannot view view/add new themes. It appears that I cannot update plugins automatically either. I get this error:
An unexpected error occurred. Something may be wrong with WordPress.org or this server’s configuration. If you continue to have problems, please try the support forums.
Site health also reports this:
The REST API did not behave correctly.Things I’ve tried:
Disabling all plugins.
Updating WP & my current theme.
Clearing cache.
Used a security service to clean the site of any hacks.
Rebuilding the permalinks htacess file by changing its settings in WP.Please help asap!
