cannot connect wordpress under localhost

  my testing web site is developed under localhost window 10. Now I encountered connect as listed below. Anyone know how to fix this ?

  Hmmm… can’t reach this page
  localhost refused to connect.
  Search the web for localhost
  ERR_CONNECTION_REFUSED

  We can’t help you as this is not a wordpress.com problem but a problem with the open source wordpress.org. their support is at https://wordpress.org/support/
