Cannot delete my site

When I go to delete my site I am prevented from doing so and offered the following message:
‘You have active premium upgrades on your site. Please cancel your upgrades prior to deleting your site.’
However, I have canceled all of the upgrades except for a theme, which provides no option for cancellation.
What should I do? In short, I want to delete my website (in light of these issues).

As you have emptied that site of content the quickest/easiest thing to do would be to go to “Settings” and make the site “Private” which will make the site invisible. There is always the chance that you could find a use for the Premium theme sometime in the future.
If you are still determined to delete the site (which will leave a message saying it has been deleted visible forever on the Interweb) then it looks like staff assistance will be required. In that case return to this thread and type modlook in the tag box to the right. This will ensure that staff will be able to help you in due course.
