Cannot edit images on wordpress page

I can choose an image from my media library and load it onto a page, but I cannot edit it in any way after that. When I click on the image, I don’t get the editing box. Instead, when I release the click, I am moved to a different part of the page. Can you tell me how to fix this, please?

Gemma, thanks for the response. I am up to date in WordPress. I am using the Sydney Pro theme. For the past couple of weeks, I can upload and image and insert it into a page. I can do my editing of the image while it is in the media library, but, once it is on the page, I have no options for size or position as I should. When I click the image on the page, the outline appears, but the editing menu does not. When I release the click, the page moves to another location. This happens consistently without regard to the image or the page.
