Cannot find ADD NEW THEME button on Themes Page. Cannot add new theme

I’ve bought a theme on ThemeForest and am trying to add the theme so I can customize my site. Everything says to hover over Appearance and then click Themes and then look for ADD NEW THEME button. I go to the Theme page and there is no button or any call to action to add a new theme. How can I get the theme I purchased loaded?

Themes can’t be uploaded to sites hosted on WordPress.com. They can only be uploaded to self-hosted blogs running on WordPress.org software. You can read more about the differences between WordPress.com and WordPress.org here:
