Cannot Reorder Pages

Hi – I am in the process of setting up my site and have chosen the Twenty Seventeen theme. I had removed the auto-generated menu on the static homepage after setting up the page order I initially wanted and their featured images with them, as I just didn’t want the menu bar to appear.
I’m adding in the content on my site now, and have decided I want the page order to be a little different. I’ve added the menu bar back now in an effort to try and help me reorder these pages, and have tried using it, as well as manually adding in the page order sequence I want thru the page attributes one by one for each page. I tried putting the pages as ‘child’ pages to the homepage too, but even this didn’t work. The correct order shows on the menu bar and in the page list where I can edit the pages, but when you scroll down on my site the pages are still in their original order from when I initially set them up before I had deleted that menu bar before adding it back.
How can I have my pages showing when you scroll thru them to be in the same order as what they are in the menu bar right now?

Hi – thank you so much for answering but this did not solve my issue.
The issue is I cannot rearrange my pages using the page attributes. How can I reorder the pages on my site?
