Cannot update wordpress nor see my new post

    Issue 1:
    Cannot update wordpress:

    An updated version of WordPress is available.
    You cannot update because WordPress 5.2.1 requires PHP version 5.6.20 or higher. You are running version 5.4.45.

    Issue 2:
    I wrote a post and added photos.
    I cannot see my post- page is empty. Then an error message appears:

    The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.
    Additionally, a 503 Service Unavailable error was encountered while trying to use an ErrorDocument to handle the request. Service Unavailable
