Can’t access editor

  When I try to access CSS or editor I get this message. Does anyone know how to correct this?

  Fatal error: Cannot redeclare get_plugin_data() (previously declared in /var/www/wordpress/wp-admin/includes/plugin.php:68) in /var/www/wordpress/wp-admin/includes/plugin.php on line 111
