cant add a theme

Hello,
I wanted to import a new theme for my wordpress (this one http://rohitink.com/2013/10/05/sixteen-wordpress-theme/ ) but I cant add it from a zip file. from what I searched, there should be a button in my administration tools, saying “add new” when I click on “theme”, but that button doesnt appear, I can only change search options.

Themes can’t be uploaded to blogs hosted on WordPress.com. They can only be uploaded to self-hosted blogs running on WordPress.org software. You can read more about the differences between WordPress.com and WordPress.org here:
