Can't add new user to website

    Website will not allow administrator to add a new user. New user needs to be added as an editor, but administrator is getting the message “The requested user does not exist.” when they try to add the user by both email and username linked to user’s WordPress account.

    The administrator has followed all steps outlined in inviting a contributer. New user has created an account with WordPress but does not have a blog of their own. They just need access to this one.
