Can’t edit Theme

  I want to edit my webpage’s theme and there is not change theme option. When I finally navigate to theme, it won’t activate. furthermore, I do not have any creator tools on my homepage. This whole thing came about because my webpage is not mobile friendly and has too many things cut off.
