Can't log into another WordPress site to comment.

I am logged into my site Bike4Peace without a problem. On another tab, I’d like to comment on NeuroLogica Blog, a WordPress site, but it says I must log in, then won’t accept me. I copied my username from my dashboard and pasted it into the box and it said no such user.
The blog I need help with is: (visible only to logged in users)

Bike4peace is a WordPress.com site. http://theness.com/neurologicablog/ is a self-hosted WordPress.org site. This may help spell out the basic differences:
It appears that the administrator of http://theness.com/neurologicablog/ has set their site to require you to register with in order to comment there:
http://theness.com/neurologicablog/wp-login.php?action=register
Your WordPress.com login info will not work on http://theness.com/neurologicablog/ as it is asking for a http://theness.com/neurologicablog/ account login.
Does that make sense?
