    Any time I try to pay using PayPal I get a decline.

    I’m not seeing any failed payment attempts on the WordPress.com user account you are posting from. Wer you using this account to attempt your purchase? Or another one? What specifically were you trying to purchase and for what site?

    Have you tried contacting Paypal and asking their support team if they are blocking your payment method for some reason?
