can't modify the pay address

i have pay for my own address name and i can’t enter to modfiy it when i log in. it will transfer to a non-pay address

What do you mean you cannot modify it when you log in?
If you mean that in your dashboard it still has http://victornorah.wordpress.com/ then that is normal. The dashboard does not change, just the public side of your site changes.

i have a address is http://artistanleystudio.com. i can enter the address. but when i go to setting, i will transfer to victornorah.wordpress.com. thanks!

Primary Blog is Set
artistanleystudio.com is set as the primary domain for stanleyidesign.wordpress.com and will appear in the address bar when you visit the site.
If that is not the domain mapping you want then you will need to have staff help to transfer the domain mapping to victornorah.wordpress.com

We don’t have any trace of atristanleystudio.com in our system.
If you want to use that, you’ll need to register it under an existing WordPress.com blog by adding it via Store -> Domains in your blog’s Dashboard.
