Can’t turn comments back on

Using Monotone theme, I know I’m supposed to select edit > settings > discussion but when I do no icon or window that says “comments on” or “allow comments” appears; there are generalized comment settings BUT THERE IS NO ICON TO TURN COMMENTS ON. How is this possible, and why is wordpress so difficult to use? It’s completely unpredictable.

There is no icon on that page. What you should see are the following:
Discussion Settings
Default article settings
Default article settings Attempt to notify any blogs linked to from the article.
Allow link notifications from other blogs (pingbacks and trackbacks.)
Allow people to post comments on new articles
(These settings may be overridden for individual articles.)
Other comment settings
Other comment settings Comment author must fill out name and e-mail

Automatically close comments on articles older than days
Enable threaded (nested) comments levels deep
Break comments into pages with top level comments per page and the page displayed by default
Comments should be displayed with the comments at the top of each page

A comment is held for moderation
Before a comment appears
Before a comment appears An administrator must always approve the comment
Comment author must have a previously approved comment

Comment Moderation Don’t discard spam on old postsHold a comment in the queue if it contains or more links. (A common characteristic of comment spam is a large number of hyperlinks.)
When a comment contains any of these words in its content, name, URL, e-mail, or IP, it will be held in the moderation queue. One word or IP per line. It will match inside words, so “press” will match “WordPress”.

This is what I see, yes. But it’s not what I need. I need to turn comments on. There is no icon to turn them on. Where do I find the ooption to turn comments on?????

This IS what you need. Specifically, this part:
Allow people to post comments on new articles (These settings may be overridden for individual articles.)You must tick that box and save the changes.

No really: why doesn’t an extremely simple function work? The correct boxes are ticked and changes are saved. I cleared my browser and I changed to firefox. And yet there is no option for comments. I do appreciate your help but I’m very confused as to how such a simple thing is impossible.

If you have not allowed comments on any individual posts, then that choice will override the settings on the Discussion page for the individual posts you have disallowed the comments on.If this is about your older posts then note this:
Automatically close comments on articles older than ___ daysIf you have supplied a number there the software will comply and close the comments on posts older the number of days that you specified.
