I need to change my IP address to a new web hosting provider….where do I do this?

WordPress.com does not offer the option to set a root-level A record—which basically means pointing root-level domain such as rachelcurryphotographyblog.com to an IP address.
The WordPress.com DNS editors do offer the ability to add subdomains with A records, such as “www”—meaning you could point http://www.rachelcurryphotographyblog.com to an IP.
Or you can update name servers to point to a new web host (this is the most common and the simplest route).

Another alternative for you would be to transfer the domain to a dedicated registrar, such as GoDaddy, to get more fine-grained control of the DNS records (like changing the IP for the domain which you asked about).
