Change my blog's site address (info available is outdated)

I want to change my blog’s site address from http://existeyes.wordpress.com/ to http://latortolaurbana.wordpress.com. There was info on how to do this, but it was very outdated and it doesn’t work with the actual WordPress.
The blog I need help with is: (visible only to logged in users)

This is the information for sites hosted by WordPress.com: http://en.support.wordpress.com/changing-blog-address/
Please use that utility very carefully and be aware that if you delete your earlier site and or username as a part of the process, you will not be able to recover it.

That info is outdated. WordPress is not showing that option to me anymore. Hence my support request.

You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and change the URL.
Clicking this link should display all your blogs registered under the same username, including the hidden ones: https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs&show=hidden

Make certain you are looking in the “My Blogs” section of any of your sites’ Dashboards (i.e. mysite/wordpress.com/wp-admin/index.php?page=my-blogs) not the “My Blogs” that appear in the WordPress.com homepage New Dashboard (i.e. wordpress.com/my-blogs/).
