Change of administrator and domain owner

  I am administrator of the blog “Stuttgart 21 – Christen sagen Nein” and owner of the domain “s21-christen-sagen-nein.org”.
  Now, I want to transfer adminstratorship of the blog as well as ownership of the domain to “mbernst”, another user of the blog .
  I myself want to be deleted completely from the blog.
  Could you please tell me how I have to proceed ?
