Hello there. My website (tiketfare.com) which someone built for me is autopilot ticketing website, I want to change it to blogging site. How can I do that?

That website is not hosted with us, but using the open source WordPress software, which is something completely different from WordPress.com. You can find support for that version of WordPress here:

That said, the only difference between a blog and a regular website is that blogs make use of dynamic content – posts – that are published in a feed people can follow, while regular websites use pages, static content that doesn’t change, and that doesn’t notify people when new content is published.
So to start a blog all you have to do is start publishing posts, and either set the site’s front page to show your posts, or create a separate page on the site to display your posts.
