Hi. I notice that the url for my page or post is https://myblog.wordpress.com/2016/02/12/post-name. If I upgrade to a business plan (299/year) can I change the permalink to https://myblog.wordpress.com/post-name?

You can’t change the permalink structure on WordPress.com sites. If you want to customize the permalinks you have to self-host your site using the software from WordPress.org.

Yes.
If you upgrade to the Business plan you can map you current domain name to WordPress.com and use that instead of the .wordpress.com. Example: use myblog.com instead of myblog.wordpress.com.
