Change site address which is not taken/has been deleted but can’t

Hi, I want to change my site’s address to kotersey.wordpress.com but it says it’s been taken. However, when I type this address into my browser, there is no site – it says it’s been deleted. If it’s been deleted, why can’t I use the address? Please help!!

kotersey.wordpress.com is no longer available.
The authors have deleted this site.Did you delete that site? If so, and you deleted it less than 30 days ago it can be recovered by a member of staff (you can gain staff attention by adding the word modlook to the tag box here on the right).
If that was never your site, or you deleted it more than 30 days ago then the address will remain unavailable. -
This site was never mine.
BUT if this site had been deleted, why can someone else NOT take it as their own? Is the domain supposed to be forever doomed and forgotten and never ever able to be reused?
Kotersey is my creative nickname and I REALLY want to have this as my domain. -
Yes that “The authors have deleted this site” message will remain until the end of time. You could always upgrade your existing site and have a custom domain choosing your nickname and a .com or similar suffix.

Ok @themagicrobot thank you for informing me.
But this does not mean that I won’t question the sense of it, WHY can’t it be made available to other users again?? Can somebody from the WordPress Team answer this question?

Previous replies from staff over the years usually say it is due to the possibility of impersonation. If I closed my site and WordPress.com later issued the same address to someone else then a site with different subject matter/politics/adult/whatever could appear confusing visitors who’d still bookmarked my URL expecting to find “me”.
