I want to purchase ownership so that I don’t have to check each year with the owner of record who pays the annual fee and then I pay him to keep the blog going. He concurs in this change in ownership. How do we accomplish this?

There are a couple aspects of this. If you are just talking about an upgrade, the fastest way to accomplish that is to list what exactly the upgrade is, and then have the registered owner post here confirming the request.
