  can I change from premium plan to business plan with only paying the difference fee,I have not registered with a plan yet ,but I’m planning on to register as a premium ,and later as a business

  That’s exactly right. Anytime you upgrade only the difference between the plans is charged. It is refundable for 30 days too. Let me know if you have any other questions.
