Changing roles

I send invitations to several people as ‘Viewers’ — on their user page I do not see an option to change roles, I only see that is says ‘Follower’ with no drop down. I only see the drop down menu on those I invited as ‘Admin’

Viewers and Followers cannot be changed to a different role, no. This is because Viewers and Followers don’t have any access to the site’s admin areas, while all other user roles do.
If someone is a Viewer or a Follower on the site but you want to give them access to the admin area, you’ll need to send them a new invitation in the role you want them to be.
