Changing the name of my blog and my user ID

Hi, I would like to change the name of my blog and also unlink my two blogs as they are linked together and I would like to make one private and anonymous and the other more public. Is there a way to do this and how do I do it? I’ve looked and tried but can’t figure out how to do it. Thanks.
