Classic Editor question

Hello, WordPress team
We have a question to you concerning switching the editors.
Unfortunetely, we don’t have ‘Default editor for all users’ and ‘Allow users to switch editor’ in the menu items, like it is mentioned in this guide https://wordpress.org/plugins/classic-editor/
The main administrator is able to edit pages with a classic editor, but other user with administrator rights as well is not. So how we can add this opportunity to other users?
