  i don’t have money and when i got theame section and click on upload theme it say’s clear all issues. how to clear all issues without money?

  You can’t upload themes on the Free Plan. To do so you must upgrade to the Business Plan. On the other hand you can choose from 113 Free themes for your site, https://wordpress.com/themes/free
